Behavior
The light blue spaces represent where it can move during a single turn. It can move 2 spaces per turn, but it cannot move only one space.
After it moves, it is frozen for 1 turn.
When in a storm (represented by the dark blue spaces), it will attempt to move 2 spaces away from the storm to escape and will prioritize them in clockwise order.
When in the center of a storm, it will try to move to any space just outside of the storm with clockwise priority starting with the top space.
